Auditing in the Electricity Sector! The task of overseeing electricity distribution services was previously in the EPDK (Energy Market Regulatory Board); In the last Bag law, this task was given to the Ministry of Energy. However, I have not heard of an Electricity Distribution Company that has completed the Electricity Specialization and has been audited to this day, even though the transfer of large departmental distribution companies to the private sector took place on 31.12.2010.
Because of this gap, both consumers and the public suffer greatly because some Electricity Distribution Companies have entered into applications against the consumer by interpreting the parts of the laws and regulations that come to their business as sloped as they come to their jobs.
There are quite a lot of such applications. Even if we can't make our voices heard about the vaganess of the work and the need for the Audit service by briefly addressing some of them; If we can contribute to enlightening customers, we can try to fulfill our conscientious duty.
Inspection in the Electricity Sector – Customer Service Regulation
Some distribution companies comply with Article 25 of the Customer Service Regulation. It collects the cost of cutting binding from the customer in violation of the regulations even though it is clearly stated in the paragraph but does not actually cut the customer's electricity. In addition, the customer does not actually cut the electricity subscriber, without paying the debt that is the subject of the cut ( even though the electricity is not cut ); if it uses electricity and this consumption is detected in the next meter reading, the entire last period of consumption;
Article 13 of the Customer Service Regulation. (b) of the article is billed from the runaway electricity tariff on the grounds. However, they ignore articles about leakage electrical detection in paragraphs 2,3,4, and fifth of article 13 of the same Customer Service regulation.
Other than that, especially in street and street lighting; With the final regulation, making it mandatory for consumption to be approved by the relevant municipalities is a sign of improvement to some extent. But there is another unseen event in which information is blacked out as streets and streets are lit up,
Street and Street Lighting
Since the current transformer ratios used in the street and street lighting measurement system and the rates in the distribution company automation system are not always the same (adjusted consumption based on invoicing) it causes a great amount of public harm in general. Since most municipalities in our country cannot employ staff in this regard, there is no way that the street and street consumption approved by the mayors always reflects the truth.
For this, it is very urgent that municipalities should go to a solution on this issue; If it goes the way of getting help or services in this regard, the public will be spared a great loss. In addition, the measurement systems of street and street lighting approved by municipalities should be regulated and the measurement system should be controlled in common with the relevant distribution system officials together with the municipal staff or consultants who are sufficient in this regard.
In addition, these facilities should be read remotely by installed a remote measurement system and these reading values should be authorized by the relevant municipalities and given access to them on line.
Apart from these, investment and business services in particular need to be kept under serious supervision.
However, the audit function is perceived as Audit-ME for some reason instead of Audit, and on the one hand, great injustices are applied to the citizens, while on the other hand, public harm continues to grow.
