The meters to be used in the electricity market in our country are determined by a communiqué; all these counters,
They are counters that comply with TSE or IEC standards and have the Type and System approval certificate of the Turkish Ministry of Science and Technology.
Consumers who purchase electric power and/or capacity through regulated tariffs from distribution companies with retail licensees are not required to change their existing meters.

Meters to Be Used in the Electricity Market – Types of Electricity Meters
Basically, there are two types of counters,
1.The counters to be installed for consumers must have the following common features.
a) Electronic and weekdays, which can be programmed separately for Saturdays and Sundays,
b) Has a real time time to determine consumptions related to the calendar, to apply multi-time tariffs and to evaluate other transactions on a time-by-time date,
c) It has the ability to measure and record by dividing a day into at least eight time zones in at least four separate tariff zones,
d) Capable of storing recorded information for at least four months, even in the event of a power outage,
e) Has communication equipment that shows the amount of energy measured according to tariffs and time zones and can perform programming operations by reading this information from the outside,
f) If the electrical energy is cut off (d) the information specified in paragraph (d) can be read from the indicator,
g) Making the corrections required during the actual time of access via communication equipment,
h) The one who makes the next watch application himself,
i) Indicating battery life and time clock problems,
j) Allows easy reading of symbols with index information in the indicator,
k) Active energy index information in the indicator; Showing with total (T), Day (T1), Score (T2), Night (T3) and Reserve (T4) symbols,
l) Even if the energy is cut off, the front cover and the klemens cover detect opening interventions, record interventions and allow this information to be read through communication equipment.

Reactive Energy Consumption
In three phase meters to be used in conditions where reactive energy consumption is needed to be measured, the total inductive reactive consumption information is insulgent in addition to the properties contained in Article 4, and the total capacitive reactive consumption information is in shown with Rc symbols.
In addition, such counters, phase interruptions during operation, current direction changes, any interruptions and programming changes that may occur on the network or counter are detected and recorded together with date and time information and read via communication equipment.
For counters covered by this item, the ability to detect front cover or klemens cover intervention is not requested.
In the counters to be restored to consumers requiring demand measurement, the properties specified in items 4 and 5, as well as at least four months of demand measurement values measured retrospectively, are stored in memory labeled date and time. If desired, the demand values are read on the indicator and/or through the communication equipment.
On counters that are the main demand feature of Tahakkuka, the process of creating and resetting demand information is done both with a button under the seal and through communication equipment at any time.
The demand period is fifteen minutes and the counters can be adjusted to five, ten, fifteen, twenty, thirty and sixty minutes of the demand measurement period.
For such counters, the demand measurement value is in shown in the indicator with the symbol P.

Measurement Transformers
In addition to the features specified in the 4th, 5th and 6th items in the meters completed with measuring transformers, errors in the connections of current and/or voltage transformers to the meters to be established in accordance with the sensitivity class, phase interruptions and current direction that occur during operation are detected and recorded together with date and time information and read through communication equipment.
The internal multiplier for such counters is programmed as 1 (one).
In the measurement system where the meter or counter is established; there is a data collection unit to keep track of the load curve over a given period of time, and communication equipment that allows access to data recorded in the measurement system.
For counters covered by this item, the ability to detect front cover or klemens cover intervention is not requested.
The meters in this section are selected as class 1 in accordance with IEC-EN 61036 standard for active energy and class 2 in accordance with IEC-EN 61268 standard for reactive energy.
2. Counters to Provide Communication Required by Balancing and Conciliation System
Minimum characteristics of production facilities to network ports, transmission network ports of distribution systems, network ports of consumer facilities directly connected to the transmission system and delivery points of imported and/or exported electrical energy at the country border are installed with the following counters closed and sealable type boarded;
a) Electronic and programmable,
b) Has a data collection unit to keep the measured energy and demand values in memory and to record the load curve over a certain period of time,
c) Measure active and reactive energy values on four dials,
d) Three phase four-wire, able to measure all phases of the primary system,
e) Nominal voltage supply is 3 x 58 / 100 Volt and nominal current supply is 1 or 5 Amps,
f) Able to perform real-time synchronization,
g) Has an internal identification number.
The accuracy classes of the counters are selected in accordance with the values specified in the following table, depending on the main power transformer and/or nominal power of the circuit to which the counters will be installed:

Counters are establisheded to the measuring points, the main counter and the backup counter.
A conciliation period is sixty minutes, and the following energy and demand measurements are stored for at least forty days in memory capable of stufficiency to store these measurements for forty days, even if the capacity is adjusted to thirty minutes of the conciliation period:
Energy Measurements
The following energy measurements stored in memory during a conciliation period are taken over the counter with the date and time labeled;
- Received kWh,
- KVARh (Inductive), drawn from the system
- KVARh (Capacitive),
- Given kWh,
- KVARh (Inductive),
- KVARh (Capacitive), drawn from the system
Demand measurements;
For active energy during a billing period for conciliation, the maximum demand is taken over the counter with the number and duration, date and time labeled. The demand period during which the maximum demand value will be calculated is fifteen minutes, and the counters can be adjusted to five, ten, fifteen, twenty, thirty and sixty minutes of the demand period.
The meter or measurement system has communication hardware with error checking that allows access to saved data.
The meters completed with measurement transformers are programmed according to current transformer and voltage transformer ratios. Errors that may be in the connections of current and voltage transformers to counters, phase interruptions during operation and current direction are detected and recorded together with date and time information and read via communication equipment.
The procedures and principles for measuring and communicating systems in which the counters in this section will be used are determined within the scope of legislation on balancing and conciliation.

In addition, with the relevant provisions of the Measures and Adjustment Law, in accordance with the provisions of the Regulation on the Procedures and Principles of Stamping Measurement and Measurement Instruments or Issuing Documents instead of Stamps, electricity meters must be stamped with the relevant institution channel within the periods, these stamping requests will be made by the relevant institution instead of the customer, otherwise administrative and judicial penalties may be issued against the authorities of the institution.
