Can Smart Cities Prevent Pandema?

Pandemia, which used to be much rarest; has been seen every 5 years (Swine Flu, SARS, MERS, etc.) on average since 2000. According to British Scientists, there’s only one cause of these outbreaks, and that’s “human beings.” One thing we’ve forgotten is that even if human beings harm nature, nature somehow survives. If it gets too narrow; it’ll put a disaster on you, and when you’re in trouble, it’ll get your own wounds. Human beings need to focus on what they need to do to sustain their own lives.

Controlled Normalization & Smart City Benefits

The controlled normalization process has begun; but experts have to say that our “new normal” should be different from before so that the pandemia doesn’t recur or new pandemies form. What should we do that we didn’t do before, reduce the likelihood of a new pandemia? The best advice is from the experts of the business, however; I share below a few concrete suggestions that perhaps most of us know but smart city benefits from reminding:

– As central government, local government, private sector, NGO and citizens, we must make “sacrifices” for further cooperation. For example, for each province; we should create a Provincial Smart City Board with representatives of governorships, ministries, provincial agencies, municipalities, universities, development agencies, technocities, OSBs, NGOs, technology companies.

– We should create less air pollution than before. For example, we should choose more public transport over individual vehicles; implement sustainable infrastructures for public transportation or individual transportation (electric cars, bicycles, scooters) by electric vehicles.

– In our country, which is paradise in terms of green energy; we must transition from fossil-based energy to green energy such as sun and wind. We need to further support domestic production in this regard and reduce bureaucratic barriers.

– We need to focus on solutions that will reduce water and food waste. We need to water the fields with smart and cost-effective irrigation techniques and check regularly for leakage in the taps in the house. We need to shop as much as we need, find a way to evaluate the left-over food. (Medium-term solutions based on creating consciousness seem likely because savings in these areas are more difficult to control)

Wildlife Areas Must Be Protected

– We must not destroy wildlife areas for agriculture or settlement.

– We must first reduce the migration to the cities and then start a return to the countryside. We need to create a rural ecosystem of life and tell children and young people about the importance of farming to the future of the country.

– We must manage all projects in an integrated, data-driven and transparent way. We need to run each component integrated into the city management platform in the relevant province and then in the center. Thus, we can gain the trust of the people and use the project experience in that province to reduce the cost of investment in other provinces for the same job and provide quality management by measuring the system.

There’s something more important than the above stuff, which is “awareness.” So I believe that success will come spontaneously if we can tell the citizen what we’re doing right. With the savings from smart lighting, families in need will be taken to the family in need, the security system placed in the parks will not stay in the children of the parents’ minds, thanks to green energy systems, the air, water, forest where he lives will be less affected, we should be able to explain correctly that he will not have to migrate from his village. Thus, the citizen realizes and accepts the benefit of the projects itself. Both the public and private sectors are pleased to fulfill the citizen’s request.

Smart City is Not Easy To Implement

I know it’s not easy to implement the above solution proposals to take smart city benefits, but it’s not impossible. Our ancestors were able to overcome many challenges by fighting hard, saying that “there will be no effortless mercy”. As a country, we have achieved great things; I believe wholeheartedly that we will achieve this work with public-private sector-citizen cooperation. We’ll see the results of our choices together. If we make the right choice, both we and our pupils will have done our best for the future of our children; If we don’t make the right choice; we’ll be more frequent, more lethal, and the economic impact will be more severe.

Unlike other beings, man has reason and conscience. He should also use both features for where he lives in the name of his own interests. It’s like we always say. A smart city or smart place is a city that uses its resources with sustainable efficiency, and this is not a choice but a must.

I have previously stated my ideas about what will be considered the ‘New Normal’ in our lives with pandemia in my article New Normal Covid 19 with the label YNC19. Now let’s look at what’s going to happen to the ‘New Normal’ when it comes to ‘Meter Reading Operations‘.

New Normal for Meter Reading Operations

Every day we hear on the news how COVID-19 will affect our lives today and in the future. What the new NORMAL will be like or the measures taken, un taken measures; what is going on in other countries, etc. are constantly being hosted in our homes in the evening news or post-discussion programs.

On some issues, covid-19 actually offers us new opportunities, unfortunately we can’t hear enough. It can offer us a fresh start for subjects that are constantly rejected or seen as distant, and will cause significant positive changes in our daily working life or consumption habits.

Covid-19 Meter Reading Operations in Turkey

Previously, many white-collar employees started or continued to work in their homes due to the epidemic while working at work places for at least 8–9 hours a day, in multi-storey work centers and campus areas.

Whether or not this causes serious and negative effects on the already available power grid and other utilities. The systems are designed, operated and offered to subscribers according to the laws that have been fundamentally set out for more than a century.

In general, the pre-epidemic residential electricity consumption has changed completely; whether it is partial street restriction or closed to the house due to changing working life. Many of the electrical appliances used by white-collar workers at work have been shifted to residential areas, especially due to the use of computers and modems. If there is more than one device in the house, it is much more intense. In our house, for example, everyone has a tablet or computer as well as a phone. With up to three clients per day, this number has tripled or even quadruped. In summary, due to the electricity distribution network COVID-19 is on its way to a completely different NORMAL.

EPDK’s Benchmark Billing Decision to avoid Meter Reading Operations

Let’s remember the beginning of April 2020 for Turkey. Epdk homes, because the meter reading processes pose a risk to both households and meter readers; KIYASEN BILL has decided, the consumption of electricity and natural gas meters for 3 months will be billed based on the consumption of past months. But they have to come all the way to the buildings to leave a bill. After a while, due to consumer complaints and excessive bills, it was subsequently resned. The interesting thing is, no decision has been made on water bills. It’s like they’re not in the risk group…

So, was the decision wrong or was it actually true? According to deloitte’s april 2020 study; household electricity consumption increased by 4% compared to the same month last year; but total consumption decreased (overall at 23%-25% as industrial consumption decreased). If the same months had been compared based on the data of the previous years; there would probably have been fewer complaints, in this way the yes decision is correct, the benchmark method is wrong. Of course, if there is no consumption, do not be billed, I agree with that.

Meter reading operations can first pose a risk to the health of those who read counters in terms of the location of the counters; because they have to come to buildings.

Locations of Meters

The counters for residents in large cities are generally outside households. In many parts of Anatolia; meters can be found either inside the house or on external walls or on electricity poles. Electricity meters are in the basement of the apartments, while water and gas meters are located on the floors.

Whether they come to buildings, enter floors or basements; or read the counter inside the home, counter reading workers are at risk in all cases and the risk can only be fixed by remote reading systems.

For today, in all cases, those who read counters should come to buildings; read and examine the meters on site, because there is no “Remote” or “Automatic Meter Reading system (OSOS)” for household consumers in Turkey yet. There are different reasons for this.

Why Are There No AMR in Housing?

Anadolu Agency reported on June 5, 2019 that the number of electricity subscribers has passed 44 Million, and the number of residential subscribers in this is 36 million. If a decision was taken today and everyone was told that a smart meter would be given, a very serious cost would arise.

The average known communication mono phase meter price is at €50 (a price that can be taken if millions of meters are produced). There is a cost of 1.75 Billion to 2 Billion € i.e. 10 – 15 Billion TL. Of course, operating expenses and so on should be taken into account (roughly €5 – €10 means additional expenses).

The price paid for reading the unit counter in Turkey; is impossible according to OLD NORMAL conditions because it is at a much, much lower value. Another obstacle is that it replaces the counters that are there, meaning it’s not attractive just for reading. If it is to be used for monitoring household consumption, shopping for energy, applying energy tariffs to the user, adapting voltage levels according to energy consumption, delivering household energy management solutions and so on, and so on, smart meters will actually open a whole new door for smart grid solutions.

Although it is in the public interest for all operators to be conved in one infrastructure because the administrations are different, since no agreement can be reached, three different systems are still being constructed for three services (electricity, water and gas), which is a serious waste. The solution must be the only infrastructure.

Smart Meters and European Union

According to the previous joint decision in the EU; the number of people who have implemented at least 80% in 2020 on the recommendation to implement smart meters is limited. According to Tractabel’s july 2019 report with Engie; countries such as Scandinavia, Spain, Italy and Estonia are at completion point, with France, Great Britain, Greece and Austria joining them by the end of 2020. Other countries are setting a date for 2025 and later.

The BBC reported in September 2019 that the smart meter switch, which is said to be finished in Great Britain 2019, has been postponed until 2024. The biggest reason for this is cybersecurity and the protection of personal data. Similar reservations are seen in other European countries and elsewhere in the world.

The issue of abstaining actually revolves around both the amount of investment and the protection of personal information.

Smart Meters and Other Countries

In North America, due to EU-like grounds and cost issues, the implementation of Smart Meters will be as long as 2024. A similar approach applies to other regions.

Remote Meter Reading Operations

The smart meter is not only used to measure electricity consumption for today. It provides additional services to both the operating organization and many users. We’ll have to remember there’s a service point beyond the counter. Instead of re-sorting the benefits of smart meters here, I’ll try to summarize potential weaknesses.

Although digitization brings significant advantages, it also invites cyber attacks. Cyber attacks are inevitable, especially in structures that are not carefully designed. Based on the assumption that anything can be attacked, we’ll have to consider how to close it with the least damage. Unfortunately, only known attacks can be prevented, we can only set up trap-like (honey-pot) systems for new types of attacks.

Denial on service, virus attacks, replacement of counter software, infiltration, etc. are the attacks we know about today. Attacks such as “Notpetya” or “Stuxnet” showed that these were not enough.

Counter solutions must either go to a closed design, so that only physical attacks are allowed and they can be detected, or they will need to be designed to protect them from robust cyber attack.

Smart meters also open doors for yen business areas instead of remote reading. Each apartment can be treated as a new shop and different business models can be offered.

Home Energy Management, Home Elderly and Care Service delivery to people in need, Renewable energy with “Producing Consumer” (ProSumer), Digital Home Solutions (Entertainment, Security, Comfort, etc.) and many more.

The question that really matters…

We need to ask the questions that are really important to these days when COVID-19 has shut us down and requires us to be more at the forely towards each other: What is the value of human life? How much monetary investment does one’s workforce and health resist? Investment and Money or Human Life?

These questions may bother you, but in many countries in recent years investors have always argued, “Labor costs and the costs paid by the government are cheaper than intelligent and remote reading solutions”!

To emphasize for the last time, it is important to remember that human life is worth more than smart investment per household.

Pandemic Crackdown on Personal Data Security

Personal data security was constantly on the agenda with the spread of digital transformation technologies. Legal limits were drawn between technology and personal data security and it was protected by GDPR regulation. But under the Coronavirus Outbreak measures, authorities needed personal data perhaps more than ever before. The question that comes to mind is:

How long will our data remain confidential?

The covid-19 outbreak, which has become pandemia, and the measures taken against it vary from country to country. Some countries have managed to stop the spread; others are closing in on stopping it, but for most countries, the fight is only just beginning.

How is the confidentiality of our data at this time when we are concerned about our safety at the individual and community level?

As we may recall, societies that have encountered terrorist threats in the past have consented to access; monitoring and monitoring laws on many data for security reasons.

Now there’s a virus threat, and I notice similarities in privacy.

I’ve listed the resources at the bottom.

Personal Data Security Pandemic Measures by Country

China

With the strict measures and rules it has put in place, China has reversed the tide.

Cases in China are being recorded through the central system. By combining this data with facial recognition technology, by tracking people, especially suspects or people with diseases, in real time, violators of curfew have been identified, people’s movements have been restricted and edited[1].

Korea

By testing as many tests as he could, South Korea (Republic of Korea) was successful in identifying both cases and using the data he had to tell people about their known case locations and movements around them.

Cell phone signals, location information, credit card transactions, security camera recordings are among the data used.

Thus, people did not go to known cases, trying to get in the way of the spread[2].

Israel

The Israeli government gave the security force Shin Bet access to all cell phone information in the country, and told people near suspected or finalized Covid-19 patients, “Hi, you were near someone with coronavirus, you immediately found yourself 14 days…” SMS messages have started to be forwarded[3].

Us

At the same time as the number of cases of coronaavirus increased, a bill known as EARN IT came up. This law mandates access to all encrypted communication technologies and authorities. [4]

With the number of cases in the U.S. and around the world continuing to climb; the U.S. government is also investigating ways to combat the virus more effectively by using location information from Silicon Valley companies and their citizens.

Another point is that foreign governments have applied from the United States to access the information of their own citizens through data collected by Silicon Valley firms… [5]

Personal Data Security Pandemic Measures and the European Union

European Union

The European Union issued the text “Announcement on the processing of personal data as part of the Covid-19 outbreak”, which reminds us that the GDPR does not interfere with access to data due to public health reasons, but the responsibilities of the data handler are published on 19 March 202[6]0.

Telecom operators in Austria and Germany have made anonymised data available to the government in gdpr compliance, allowing epidemic monitoring[7].

Pandemic Measures in Our Country

Turkey

It is obvious that these issues will be raised more and more while the measures, level of consciousness and concerns taken in our country are increasing. Applications made through CIMER are currently on market opportunist issues rather than case reports. Personal Data Security ?

Could there be a solution with the Ministry of Health’s e-Pulse application? An app that has access to blood sugar, movement and location, health history, pulse data. Can it become an epidemic prevention tool with mass participation in fever measurement or symptom monitoring?

Perhaps we will encounter an application similar to the other approaches we see in the world?

New Normal COVID-19 (YNC19); Covid-19 May 2020, the first week of may 2020, the number of active patients based on 4 Million worldwide and 270 thousand deaths in our lives is accepted by the world as a reality.

In early April 2020, a close friend of mine asked me if I would write a piece about COVID-19, and I took over. I have to be honest, it’s more about the new, 2-3 weeks past, and i can’t think of anything about the new normal situation that we’re just getting used to. I said I couldn’t write without wanting to.

It’s different today. Like many others, I had my own experiences and knowledge from numerous channels. So what are we going through these days?

New Normal Covid-19 with Pandemia (YNC19)

Many of us have seen that some of the information and solutions that emerged after the announcement of pandemia were intended for commercial anxiety and advertising. Currently, institutions advertise their own solutions and express how to serve you against YNC19. And what do you want or expect? Did anyone ask you that? Has there been any support for what you’re going through or what we need to do, what’s best for what you need to do during the YNC19 period, and how to minimize the loss of your values?

What New Normal Covid-19 (YNC19) Brought Us Today

Years ago, when we were told to work from home, corporate executives would look at us like they’d seen the devil and give long speeches explaining why not. A few years later, this one was called NO, but one day it was only two days later, which, even on that day, would not let go of control, but it would constantly control us from home.

They’ve completely changed today. We’re being forced to change completely.

New Normal Covid-19 (YNC19) specifically showed us that remote work, digital transformation is imperative, why to avoid crowded environments, the value of neighborhood markets and grocery stores, reminding us of our social responsibilities, etc.

While everyone’s been telling you about the negativity of the virus at length, I’d like to tell you a few positive things.

Yes, YNC19 has caused us to develop many positive activities. I’ll share a few of these with you.

Production of Domestic Medical Supplies

We hear that a new Medical Device can be produced with local resources every day, especially in the lead of artificial respiration. We have seen together what will be achieved if national resources and values are developed by our own experts without going abroad and if cooperation is made.

Medical Mask and Protective Clothing

The companies that produce daily clothes started to produce masks and protective clothing with some small settings made on the production line. It has offered new opportunities to its own staff and new hope for some of our employees who have been fired these days.

By re-interpreting the popular technology solutions for New Normal Covid-19 (YNC19), the management of crowds is now at stake with the new interpretation of technologies that detect, stimulate and protect different environments.

Not only that, but our domestic companies are becoming more and more in the task, localized some solutions from foreigners and make them a national value.

Basketball leagues, volleyball, etc. boxing (which is located in a narrower area, where no one speaks, not just football, will be performed by lowering capacities in areas such as gymnasiums. Our athletes should be more protected, locker rooms should be organized. How we get it in small cities is a separate problem.

Concerts

Congresses and Fairs

Again, the densely populous areas will become virtual and places to travel by recording, we will start to get used to a virtual navigation environment where additional information is presented along with the visuals.

These can also be evaluated in this category of Museums, Libraries (which are REAL libraries other than Wikipedia).

In addition to the good examples, unfortunately, there are also sectors that are caught off the prep. Looking at both cost pressure and profitability-oriented, I would like to address sectors that can’t keep up with being left behind due to excessive intensity. The goal here is not to eat them, but to lead them with the right.

Internet Service Providers

The sector, which provides high capacity internet access in the workplace, has developed a more central network system and stronger infrastructures are available where there are busy workplaces.

Unfortunately, this has been reversed with New Normal Covid-19 (YNC19). Students who had to do the training remotely, us employees who had to work from home, environments that took advantage of the Internet to spend time at home suddenly became a workplace, a classroom in each household.

There are over 6.5 million houses in Istanbul, and the total number of buildings is over 1.6 million. With a population of 16 million, there are about 3 people on average in the houses, and the average number of apartments per building is around 4. I’d like to give you an example from my building. There are around 20 apartments and there are over 10 clients in our house including ladies and children (phone, computer, tablet etc.b.)!!! Of course, this is way above the default load and causes serious disruption when connecting from home. Previously, the number of devices used in schools and workplaces was 7 –8, but suddenly moved into homes. From time to time, we even have to use the Internet.

Public Service

We can call them Electricity, Water, Gas, heating in winter. Again, the number of electrically connected devices has increased as described above, the electricity network that feeds the houses is being forced and aging faster. If not today, the problems may occur in the future, it has become mandatory to take precautions.

Water and Gas are the same way. As the weather warms up, the load is going from gas to water, and the issues will force the area, especially municipalities.

The landlines and mobile lines that provide telephone services are also being forcedd, with the same coverage. The base calculated usage values go far, far over.

Cargo and Courier companies

While online shopping has gained weight, courier and cargo companies, a natural extension, have also been unprepared. There are serious problems and there are serious sythings between the customer and the cargo authority at a cargo branch that I witnessed yesterday. It cannot be delivered on time, and almost all cargo companies make it available on their web pages. The same number of staff are forced to serve more customers, while new staff purchases are not due to the “temporary” period. Some companies discover these problems early and deliver products to customers with their own courier and cargo services.

We can extend this list further. I’d like to tell you some new normals. I’ve compiled environments that we’ll be very used to to see in the near future.

New Normal Covid-19 (YNC19); Digital Life Means

Those of you who know me well know that my workplace is where I can find electricity and internet for my computer. I’ve made a habit of working remotely for the last few years and can do my job in almost any environment. This will slowly become a new normal. Point to open them up a bit and tried to compile what would be considered NORMAL:

New Normal: Working From Home / Working Remotely

Yes, until recently, while the negative view was taken by the companies, the added value they brought was always ignored. As the name of remote operation suggests, we are the ones who can work in the environment in which they are located. It’s always accessible (phone, tablet, etc.) and a working audience has evolved that chases the internet.

Advantages:

Companies are reduced from the costs of renting and owning office space, with costs called cold expenses, electricity, water, cleaning, hot and cold refreshes provided for free, office equipment such as desks, chairs, transportation costs paid to reach work areas (whether the vehicle itself or rental car and fuel, etc.), being in the comfort of our home or the environment we want to work in, not obligatory to come together, the possibilities of being together with the people we want can be sorted

Disadvantages:

Companies’ habits of controlling their employees, or thinking if they are not working, rehavet when working from home, distraction of non-business issues, etc. can be listed. Most subjects can be improved by self-educating.

New Normal: Transport and Public Transport

We’ve all been on overly busy, almost hugging public transport. Thanks to the remote work described above, it is possible to avoid them, but organizations that make public transport experience problems due to declining income. In the same way, the transportation sector, which has the problem of carrying fewer people in the same area, is negatively affected and the revenues of activities carried out by municipalities are often reduced.

Air and road transportation and rail transportation can also be added to these.

Advantages:
