According to the recently published list on electricity generation, as of March 2012, 793 production licenses have been issued, which will be produced according to various sources, and the construction of the facilities has reached a certain level.
Although the information I will give below is known to those who follow the sector, they will produce without a license in particular, maybe they could not follow, I think it is worth specifying in this respect.

EPDK TEBLİĞİ
March 10, 2012 and published in the Official Gazette no. 28229 "REGULATION ON THE PRODUCTION OF UNSANCABLE ELECTRICITY IN THE ELECTRICITY PRICE"
cogeneration plants with a total installed power of under 500 kW are exempt from the obligation to obtain licenses and establish companies without obtaining a production license (real or legal persons who will produce in production facilities based on edible energy sources with a total installed power of 5.1.Micro cogeneration or installed power of 500 kW.) will be able to generate their own electrical energy and provide the oversuants of such communiqué. according to the provisions of Article 25 within the framework of the procedures set out in article 25, they will be able to sell to local distribution companies for a period of 10 years. (local distribution companies are obliged to take more than the needs of these cogeneration facilities in their regions for a period of 10 years.)
According to Article 5.1 of the Communiqué, real or legal persons who will produce in production facilities based on renewable energy sources with a maximum micro-cogeneration or installed power of 500 kW are exempt from the obligation to obtain licenses and establish companies,
Article 5.2 states that "In order to meet its own needs only, the total efficiency of the facility is exempt from the obligation to obtain licenses and establish companies for real or legal persons who will establish a cogeneration facility that is above the value set out in the Regulation on Increasing Efficiency in The Use of Energy Resources and Energy published in the Official Gazette dated 27/10/2011 and numbered 28097".
In article 6 of the same communiqué, the principles of connection are stated. (Therefore, it is right to obtain technical support from an expert for the entire enterprise, and this article can be evaluated in that context.)
Published in the Official Gazette no. 28212 on 22.02.2012 and re-published and re-published in the Official Gazette no. 28250 on 31.03.2012;
WIND AND SOLAR ENERGY
"MEASUREMENT STANDARD COMMUNICATION FOR LICENSE APPLICATIONS BASED ON WIND AND SOLAR ENERGY"
and the procedures and principles for measuring according to the standard on the basis of resources are specified in the license applications made in order to establish a production facility based on wind and solar energy. Details are determined in these communiqués. Studies should be carried out within the framework of these procedures and principles.
Although coal and natural gas production is within these licenses, a serious part is related to wind and hydropower generation. With this application, in the coming years, renewable energy production will be added to the production of existing dormant resources in our country, thus there will be changes in the diversity of existing production, the weight of production due to fossil fuels will be reduced and cleaner energy sources will be used, while at the same time carbon emissions will be reduced and, most importantly, our dependence on the external will be reduced.
According to EPDK data, 21.30% of the total electricity generation in the world is supplied from natural gas with 2008 values, while in our country this rate is as high as 49.74%, (this rate in our country has 31% at the end of 2010.) so we need more renewable energy production, and we have the capacity that we cannot use both hydraulically, solar and wind.
EÜAS Data for 2010
According to eüaş data for 2010, 45.37% of total electricity production was borne by EÜAŞ, while this rate ed 41% as of 2010. With these communiqués and incentives on production, there will be a more private sector share in production.
Electricity consumption per person in 2008 was 2,781 kwh/person in the world, 8,483 kwh/person in OECD countries and 2,400 kwh/person in our country. According to the measure of smliness in the coming years, the increase in electricity consumption in our country appears to be clear. In this sense, it is seen that there are more opportunities for entrepreneurs in the sector.
In this case, the tasks fall to the manufacturers as well as to the Transmission and Distribution companies. In the current situation, when it is looked at on a provincial-by-provincial level, the total number of energy exchange points (including energy exchange outside the task zone) in the provinces can be expressed in menstruation, while the release of production can be expressed with faces, which (including the measurements of the consumption of these unlicensed cogeneration facilities sold to their consumption and distribution zone) will be a per-month counter reading of these shopping/data points for distribution companies.
Remote Control Meter Reading Requirement
As clearly stated in article 16 of this communiqué, the principles of remote monitoring and installation of remote control system of production facilities greater than 11 kW, data details to be received from the system and the costs of data communication are determined in detail.
Apart from these, if the 25,000 kwh/year criterion, the free consumer limit applied for 2012, is lowered in the coming year (according to the EPDK's statement, depending on the installation of reading systems), then it is essential to read the manufacturer's counters on the one hand, to avoid congestion during this time period, and to read them remotely in accordance with epdk's communiqués, since reading the manufacturer's counters on the one hand and reading the free consumer meters on the other hand are limited over time.
Instant Monitoring of Customers' Consumption
It has become mandatory to monitor the consumption of both the energized energy received and the energy given outside the task area, the consumption of producers and customers determined by the EPDK instantly;
Provisional Article 2 under the heading "Completion of infrastructure investments related to measurement" of "REGULATION ON THE SUPPLY OF ELECTRICITY ENERGY OFFERED IN THE ELECTRICITY SYSTEM IN ELECTRICITY MARKETS" published by EPDK on this issue is within the investment plan of the second implementation period; distribution company, which envisions investment for the remote monitoring and control system to be established for automatic registration of supply continuity and technical quality, and the investment plans prepared for it are approved by the decision of the Board; it completes such investment by 31/12/2012 and automatically starts recording all data on electrical energy supply continuity and technical quality indicators starting from 1/1/ 2013".
Is It Possible to Monitor Counters Remotely?
In today's conditions, remote monitoring of counters is possible and even implemented in many places, and in light of some of the information we have obtained, some distribution companies have started to work and invest in this issue.
We are pleased with the work of companies with distribution licenses in this regard, and if the infrastructure in this regard is created robustly, the integration of systems will be more efficient during the dissemination of the application,
There may not be very large changes in terms of the trade volume of distribution companies, a number of consumers who will generate electricity as cogeneration may already be continuing their activities as free consumers, so while the trading volume of the distribution company is not affected much; There may be some job growth as an additional job for distribution companies due to those who give productions with consumption reds to the system.
Ten years ago, while no one pronounced the concepts of free consumer, free manufacturer and unlicensed manufacturer, it was unimaginable in those days, and today thousands of people are busy selling bags and electricity to free consumers. Companies that do not plan for ten years from now, and companies that do not strategies accordingly, are waiting for troubled processes in the future.
