So why does he pay less lost/runaway costs that use less electricity?? In other respects, if it consumes more electricity, why does it pay more loss/leakage costs?

With this loss/leakage application, consumers who work correctly within the framework of the measurement system regulations and pay the price of each kwh of electricity they consume contribute by interfering with the measurement system or by paying the consumption costs of users who use electricity from outside the measurement system and do not pay the price of the energy they consume.
It is only the duty and responsibility of the distribution companies to minimize these illegal use or technical losses. Distribution companies both make the necessary improvements to their networks to reduce technical losses; if they prevent illegal and irregular use, then this leak/loss problem will be eliminated.
It is possible to minimize both technical losses and non-technical losses to an acceptable level. For this, a good network inventory and customer portfolio work must be done first, and unfortunately; the control of measurement circuits that many distribution companies do not care much about should be given the necessary attention.
The leakage/loss rates found as a result of the inability of the counter readings of rural or seasonal subscribers to be carried out just in time, the customer counters being made over a thirty-day period, and the consumption of subscribers measured from the bar are not carefully examined, never reflect the actual values based on time, only periodic values can be reached.

Surely this case is a success, but there is a lot of confusion in electricity bills. Many applications, from TRT share to VAT base, are inconsistent in their own right.
The performance of electricity distribution companies is also of no interest to the consumer in any way. Each distribution company must reach the target loss/leakage rate placed in the region, and if it cannot, it is directly the distribution company's business.
The electricity distribution service contains more detail than other distribution sectors, so with the audit of distribution companies, customers will receive better quality service. Otherwise, it is another fact that the faulty applications to be made with today's application will be reflected in the customer.
For this reason, EPDK (Energy Market Regulatory Board) has published technical and commercial quality system regulations. It will be beneficial for both the Public authority, the distribution company and the customer to make the services carried out in accordance with the rules.
The removal of the lost/illegal price depends on the move to the regional tariff system to some extent. In fact, then the consumer will be in a difficult situation, because of the high rate of loss/leakage, industrialists and businessmen in regions where tariffs are more expensive will be more difficult to compete with producers in other regions in terms of cost.
For this reason, it is necessary to reduce the rate of loss/leakage in each region to acceptable rates.
